For electric fence to be effective, it is necessary having suitable installation, which usually depends on the type of animal.
Normal installation will ensure the standard function of the fence, ie. through the ground and touching the wires closes the circuit, the animal causes a short-circuit and receives an impulse. For better functionality, stronger but still safe impulse, you can also install a minus wire in fence among ordinary plus-charge wires. The impulse then occurs when these wires are connected by the animal.
